IDF’s Response to Richard Goldstone’s Recent Op-Ed in the Washington Post

The document below is a summary of the IDF’s response following the recent op-ed written by Judge Richard Goldstone in the Washington Post regarding his revision of the positions expressed and published in the so-called “Goldstone Report”.

The Goldstone Report addressed IDF and Hamas conduct during Operation Cast Lead, an operation undertaken by the IDF in order to prevent rocket attacks from being carried out by Hamas and other terror organizations in the Gaza Strip against southern Israeli towns. The Report, chaired by Justice Goldstone and released in September 2009, alleged that the IDF deliberately targeted Gazan civilians and that its actions constituted evidence of war crimes.

A year and a half after the Goldstone Report was published, Justice Goldstone revised his position in an op-ed to the Washington Post. Contrary to claims in the Goldstone Report, he confirmed that the IDF did not deliberately target civilians as a matter of policy. Goldstone explained his reversal by stating that the fact-finding mission which gathered allegations regarding Cast Lead did not have the relevant information necessary to draw informed conclusions. He furthermore confirmed that the IDF thoroughly and transparently investigated its soldiers following the operation.

The IDF is committed to operate according to international law, particularly in minimizing civilian casualties and conducting internal reviews of its operations. Following the operation in Gaza, it has introduced new protocols, however these alterations do not impinge on Israel’s right and duty to protect its citizens. Hamas has, and continues to use civilians in the Gaza Strip as human shields, by locating munition caches in close proximity to hospitals and schools.

The international community must join Israel in a united effort to denounce these illegal actions for the sake of civilians on both sides.

Last week, (Wednesday, April 20th), 3,000 Syriac Orthodox, Greek Orthodox, and Coptic pilgrims and bishops participated in a traditional baptism ceremony for the upcoming Easter holiday at the Qasr Al-Yahud baptism site in the Jordan Valley.  The pilgrims were accompanied by IDF officers and soldiers from the Jordan Valley Division as well as Civil Administration officers.

Qasr Al-Yahud, on the banks of the Jordan River, is widely considered by Christians to be the place at which Jesus was once baptized by John the Baptist.
Both the Israeli government and the IDF have worked hard to make the necessary arrangements to accommodate the mass pilgrimage to the site over the past year.  The Civil Administration (part of COGAT, the Coordinator of Government Activities in the Territories unit) and the Ministry of Tourism have invested thousands of shekels on renovating the site and installing proper facilities for the pilgrims.

Israeli Killed, Four Others Injured Near Joseph’s Tomb

An Israeli civilian was killed and four others injured after entering Joseph’s Tomb in Nablus without proper permits.

Palestinian officials have notified Coordinator of Government Activities in the Territories (COGAT) officials that the civilians were shot by a Palestinian policeman who, after identifying suspicious movements, fired in their direction.

Senior IDF and Civil Administration officials are expected to meet with senior Palestinian security officials in the coming hours in order to examine the incident.

Epilogue – Guest Blogger Maj. Peter Lerner

Major Peter Lerner is the spokesman for the Central Command. The following post is an epilogue of his series of posts describing experiences from the “Witnesses in Uniform” program in which he participated. “Witnesses in Uniform” is a special program run by the IDF as a way to contribute to commemorating the Holocaust and heroism in the army.

This week I walked the streets of Warsaw and Krakow saw the walls of the ghettos where Jew were rounded up. I have seen the Jewish heritage of hundreds of years in Poland, its graveyards that stand proud with rabbis like Rabbi Moshe Ben Israel Isserlish the “Rama”, famous civil society leaders and creators such as Zammenhof that invented the universal language Esperanto, and cultural icons such as Ester-Rokhl Halperne, the mother of the Yiddish Theatre in Warsaw. I have visited the hundred year old synagogues in Tycocin, Warsaw, Kracow and sung “Am Israel Hai”. I have visited the death ditches in the Lopuchowo forest where nameless mass graves lie in the midst of the tress. I have visited the memorial sites of Treblinka death camp and its rocks that remind us of the communities erased from the face of Poland. I have breathed in the air of the Majdanek camp in its shocking gas chambers where the Nazis watched as they murdered Jews and wheelbarrowed them through the camp to the crematorium and I have walked from the gates of Birkenau to the steps where 2000 Jews at a time disappeared down in to the belly of the Nazi death machine. In all these places I have stood head held high in my military dress uniform bearing the blue Star of David and the Israeli flag. When, in the not so far away future, the survivors are no more, the responsibility to remind the world of the atrocities will be ours. I, Major Peter Lerner, am the Israel Defense Forces Spokesman in the Central Command and now I am a Witness in Uniform.

While wondering around Auschwitz I met Aliza Goldman-Landau, and as promised she agreed to say a few words to the camera. Goldman is her maiden name and the family name of her father and brother that were murdered in a ditch near Lodz.

She took a seat on the steps of the entrance to Barracks Number 5. As always she was pleasant and positive. Later at the closing session of the mission, Aliza got a standing ovation while Brigadier General Avishai Levi awarded her with a small token of our appreciation – a picture of the mission participants with the inscription, “Aliza – a little lady, an enormous Jewish heroine and a leader”. Her modesty was apparent as she was literally speechless and overwhelmed.

Closing Ceremony speech in Auschwitz Birkenau by Brigadier General Avishai Levi

“Members of the 149th witnesses in uniform mission, Mrs Aliza Landau, families of the fallen soldiers, Israeli Air Force hero Lieutenant Colonel Kochav Hess, Yad Vashem guides, non-commissioned officers, civil servants and officers of the IDF – Mission 149 – ‘Jewish Leadership’.”

“The trees here in Birkenau are quiet. Their branches which move in silence recall what happened. Their roots find a route through the dirt and touch your ashes and your reminiscence.”

“We have come to this place that was once bustling with your life. This place was a rich culture of Jewish congregations that you gloriously established. Here you studied, bloomed and bred wisdom to the world with your talents.”

“From the synagogue we continued and marched with you on a journey of horror, the route of your last breath here in the camp of the devil at the heart of human darkness.”

General Closure of the Judea and Samaria Region during the Jewish Holiday of Passover

In accordance with the directives of the Minister of Defense and as part of the situation assessments adopted by the defense establishment, a general closure was implemented in the Judea and Samaria region yesterday, Sunday, April 17th, 2011 at 23:59. The closure will be lifted on the night of Tuesday, April 26th, 2011 at 23:59, in accordance with security assessments.

For the duration of the closure, persons in need of medical attention, humanitarian aid or exceptional assistance will be permitted to pass for care. The passage of journalists will also be permitted. Christian Palestinians holding the relevant permits will also be permitted to pass in order to celebrate the Easter holiday.

Two of the Fogel Family Murderers Arrested

A month after members of the Fogel family (parents Udi, 36 and Ruth, 35, and their children Yoav, 11, Elad, 4 and Hadas, 3 months) were brutally murdered at their home in Itamar while they were sleeping, the Commander of IDF forces overseeing the Shomron Regional Brigade to which Itamar belongs to, announces that the IDF has caught two of the killers in the nearby Palestinian village of Awarta.

Col. Nimrod Aloni also states that the motivation of terror groups in the West Bank to execute attacks against Israeli civilians is still high.

IDF Spokeswoman Lt. Col. Avital Leibovich: “The murders of five family members including a 3 month baby constitute a crossing of all red lines. The IDF has invested in numerous operational and intelligence efforts, and has worked closely with other security forces in order to find those responsible for this vicious murder.”

The IDF will continue its efforts to ensure the safety of Israeli civilians and will bring the perpetrators of terrorist attacks to justice.

The Chief of Staff, Lt. Gen. Benny Gantz, met yesterday (April 15th) with the Fogel family children from Itamar: Tamar, Roei and Yishai.

The Fogel children’s parents and three siblings were murdered a month ago in a terrorist attack. The Chief of Staff who met the children at the IDF Headquarters in Tel Aviv asked about their family and how they are coping after the tragic event. Tamar, Roei and Yishai were accompanied to the meeting by extended family members.

Following Ashdod Rocket Fire, Israeli Air Force Target Two Terror Sites

Overnight, Israeli Air Force (IAF) aircraft targeted two terror activity sites in the northern Gaza Strip. Direct hits were confirmed.

The targeting of the sites was in response to the rocket fire at Ashdod on Friday.

The IDF will not allow the Israeli southern communities to continue living under constant threat, and will continue to respond with determination to any attempt to use terror against the citizens of Israel. The IDF holds the Hamas terrorist organization solely responsible for any terrorist activity emanating from the Gaza Strip.

Symposium Regarding Ethics During Warfare Given to IDF Commanders

Wednesday (April 13th), the first part of an educational leadership symposium took place for approximately 40 senior commanders (Lieutenant Colonel ranking and above) of the 162nd Division. Commanders of the 162nd Division’s battalions and brigades stationed all over Israel left their areas of command to attend the symposium, which dedicated a full day to reinforcing morality and ethics during warfare.

The day began with a series of lectures given by academic professors, a Colonel in reserves from the Military Advocate General unit, and a senior military analyst, discussing various moral issues that arise during contemporary combat operations. After which, the commanders were divided into smaller groups and discussed international law, the right to target those seeking to harm civilians, and other topics related to the lectures given.

The day ended with a visit to a military cemetery and a tour of the graves of esteemed commanders of the Harel Brigade, killed while fighting for the creation of the State of Israel.

Commander of the 162nd Division, Brig. Gen. Agay Yehezkel, emphasized to the commanders that “we must stop our daily routines every so often and ask ourselves difficult questions about morality and ethics during warfare. Even we, the commanders, need a ‘refuel’ of our values which will enable us to properly answer our soldiers’ questions and better prepare them mentally and ethically for the next combat challenge.”

The next part of the symposium will continue to examine morality and ethics and will involve a meeting and discourse between the commanders and their spouses/partners.

IDF Medical Corps Aid Delegation Departs for Belarus

A team of three IDF Medical Corps doctors departed for Belarus yesterday evening in order to assist in the efforts following the subway terror attack.

Leading the team is the head of the Medical Corps’ trauma department, Lt. Col. Dr. Alon Galzberg.

The team will begin by examining the steps that need to be taken, consulting local authorities on trauma and post-trauma procedures.

The team is being dispatched following a formal request by the Belarusian Government.
