IDF Home Front Command to Begin “Orange Flame” Exercise in Central Israel, 8 Nov 2010

Tomorrow (Tuesday) will mark the beginning of the “Orange Flame” exercise, simulating a biological scenario. The exercise is led by the IDF Home Front Command and the Israeli Ministry of Health. Other authorities taking part in the exercise are the National Emergency Management Authority, Kaplan Medical Hospital, Assaf Harofe Medical Center, Meir Medical Center, Magen David Adom, Israel Police, and the Abu Kabir Forensic Institute.

It should be noted that this is the fifth year in which this exercise is taking place and was planned in advance as part of the IDF’s routine exercise schedule for 2010.

The purpose of the exercise is to improve the emergency response capabilities of all medical organizations in central Israel as well as their interoperability. The exercise is designed to identify discrepancies between the various organizations so as to provide solutions through lessons learnt.

The two-day exercise will include field drills and command post drills, simulating different emergency scenarios in three hospitals and in the additional emergency response centers that will be set up in Ramla and Kfar Saba.

The IDF Home Front Command, together with the Israel Ministry of Health, will continue to operate in order to increase and improve the capabilities of all emergency authorities to operate during emergency.

IAF Responds to Gaza Rocket Fire; Targets Terror Sites in S. Gaza, 6 Nov 2010

This evening, Saturday, November 6th 2010, the IAF targeted two terror-linked sites in the Southern Gaza Strip.

Direct hits as well as secondary blasts were confirmed.

The targeting of these terror-linked sites was in response to this morning’s Qassam rocket fire from Gaza. The rocket landed in Sdot Negev Regional Council this morning.

Since the beginning of 2010, approximately 180 Grad missiles, Qassam rockets and mortar shells fired from the Gaza Strip landed in Israeli territory.

The IDF holds the Hamas terrorist organization solely responsible for maintaining the calm in the Gaza Strip and for any terrorist activity emanating from it. The IDF will also continue to respond harshly to any attempt to use terror against the State of Israel.

IDF Chief of the General Staff Expresses Personal Thoughts on Ethics to all IDF Commanders and Soldiers, 4 Nov 2010

Yesterday, Wednesday, November 3rd, 2010, IDF Chief of the General Staff, Lt. Gen. Gabi Ashkenazi, sent to every commander in the IDF a letter in which he expressed his personal thoughts on ethics with regards to several recent incidents that had occurred.  This letter was to be read to each and every soldier by the commanders of the IDF, as ordered by Lt. Gen. Ashkenazi.

Below, please find a translation of the letter, whereas the letter itself is originally Hebrew form:

“IDF Commanders,

“In light of recently expressed criticism regarding criminal investigations and trials of soldiers and commanders (due to incidents which occurred during military operations), I wish to stress my position on the matter.

“It is the legal and moral duty of the IDF, as the military of the democratic-Jewish state that prides itself on rule of law, to investigate every claim of misconduct regarding its personnel. This was done with the hundreds of complaints raised regarding the behavior of our soldiers during Operation Cast Lead and the alleged committing of war crimes on their part. As combat ended, I commanded that investigative teams be established to examine every claim and complaint. This was done by our own initiative, for ourselves, as required by the unique ‘Spirit of the IDF’ [the ethical code of the IDF].

“In general, the correct course of action would be to resolve the matters within a military context, as is done by the various units when compiling their operational debriefings – which was done in cases where the commanders acted by the book.  The Military Attorney General only becomes involved once these operational debriefings are completed, or when the internal process of debriefing is not properly executed.

“As someone who knows the soldiers of the IDF, and the values which guide them and their morality, I was not surprised to discover that the vast majority of complaints investigated both by the unit commanders and, in some cases by the Military Attorney General, were found to be groundless. The IDF had ensured, and will continue to insist, that its operations will be carried out by the rules of the State, and in light of the values of human life and the purity of arms – even in the face of an enemy that disregards every law and moral-ethical standard and uses its civilian population as a defensive wall.

“With that, we are not exempt from firmly treating the isolated extreme cases where the military commands were not followed and the moral code of the IDF disregarded- this is not only our duty but an interest of the first degree to every soldier and commander of the IDF. If we grant automatic immunity to every action and behavior only because it took place during combat, we will not be meeting our own expectations or keeping to the values which led us through generations of fighting our justified battle.

“In three cases (stealing and using a credit card, using a 9-year-old child to open bags with unknown content, and allegations of intentionally firing at a civilian) the Military Attorney General instructed to press charges, due to the severe irregularities found in the soldiers’ behavior.

“These single cases do not demonstrate a lack of support for the combat soldiers or the over-use of legal actions taken in the military. It is the opposite – these cases demonstrate the moral strength of the IDF and our ability, unlike the claims of various figures both in Israel and in the world, to uphold the law and maintain our values at all times.

“The missions and challenges we face are difficult and complex. Operational success will only be achieved if we fiercely preserve the ‘Spirit of the IDF’ and the morality which stands at the base of our actions, as I intend to fully preserve.”

Joint IDF-ISA Operation Targets Senior Leader of Gaza Strip Salafist Terror Organization Involved in Attacks on American and Israeli Targets, 3 Nov 2010

During a joint IDF-ISA operation today, November 3rd 2010, a senior leader belonging to the terror organization “Army of Islam” was targeted. During the targeted operation, the senior leader, Shati-resident Muhammad Namnam (born 1985), was killed.

Muhammad Namnam was personally involved in directing several terror attacks against Israeli targets in recent years. More recently, Namnam was involved with directing a terror attack against American and Israeli targets in the Sinai Peninsula, in cooperation with Hamas elements in the Gaza Strip.

The “Army of Islam” is a Salifist terror organization that identifies with the cause of “Global Jihad” and the terror organization Al Qaeda. As part of its activities in the Gaza Strip, the “Army of Islam” terror organization has carried out several severe attacks against Israeli targets.

Weapons Discovered in Wanted Palestinians’ Homes During Arrests in Hebron, 2 Nov 2010

Seven wanted Palestinians were arrested overnight in a joint IDF-Israel Police operation in Hebron. During searches inside their homes, forces discovered two M-16 assault rifles, an M-1 rifle, a pistol, two shotguns, two sniper rifles and a substantial amount of bullets, among other findings. The Palestinians were taken for a police questioning.

Gaza Strip Weekly Crossing Report for October 24th-30th, 2 Nov 2010

The Israeli Government, together with the IDF, coordinates the delivery of a variety of humanitarian aid and development assistance to the civilian population of the Gaza Strip on a daily basis. The following report details cross-border activities for the fourth week of October 2010.

During this period, a total of 1,017 truckloads crossed from Israel, carrying 22,742 tons of goods, humanitarian aid and development assistance for Gaza’s civilian population.

In addition, 1,995,511 liters of Heavy-Duty Diesel fuel were transferred to the Gaza Power Plant and 100,000 liters of Gasoline for UNRWA. 691 tons of cooking gas and 16 truckloads of iron and cement were transferred into the Strip. 344 patients and accompanying individuals exited Gaza for medical treatment and 221 international organization staff members entered the Strip.
