Two Hamas Terrorists Involved in August 31st Shooting Attack Killed During Operation in Hebron, 8 Oct 2010

Overnight, a joint IDF-ISA-Border Police arrest operation took place in Hebron.  The objective of the operation was to arrest those involved in the terror attack on August 31st, 2010 in which four Israelis were killed: Yizhak and Talia Aimes, Avishai Shindler, and Kochba Even-Chaim.

During the operation, the wanted terror suspects opened fire at the IDF force, which then returned fire and identified hitting one of the suspects.

Another suspect hid in a building which the force surrounded, calling on him to surrender. The suspect refused to do so and opened fire at the forces.  During the exchange of fire, forces employed engineering tools in order to cause him to exit the building. The terrorist was ultimately killed.

In addition, six other terror suspects were arrested and transferred to the custody of security forces and a number of AK-47 assault rifles were discovered.

Four Israeli civilians were murdered August 31st, 2010 while driving in their vehicle in a terrorist drive-by shooting attack on Route 60 near Qiryat Arba, east of Hebron. Two men and two women, one of whom was pregnant, from the nearby community of Bet Hagay, were the victims of this deadly attack. Their names were Yizhak and Talia Aimes, Avishai Shindler and Kochba Even-Chaim.

Names of Terrorists Killed During Tonight’s IDF Operation

Nashat Karmi- a 33 year old resident of Hebron, is a senior Hamas activist. Has been one of the heads of the military wing of Hamas in Hebron and imprisoned in Israel in the past. He was released from Israeli prison on August 2009, and returned to terror activity a short while after.  He has been declared a wanted suspect since the terror attack on August 31st.

Mammon Natsha- a 24 year old resident of Hebron was previously arrested in 2008 for his activity as a member of Hamas.

Since the terror attack on August 31st, a number of arrests and investigations of facilitators have been carried out. During these investigations, information regarding planned future terror attacks and the re-establishment of the Hamas military wing in Hebron was revealed. The IDF will continue to pursue terror organizations that seek to endanger the lives of Israeli civilians.

Improved Security Situation Leads to Decrease in Number of Checkpoints in the West Bank, 7 Oct 2010

Following the Palestinian initiated violence some 10 years ago, the IDF established checkpoints throughout the West Bank. These checkpoints were intended to stem the flow of weapons and terrorist activity which were rampant at the time. Checkpoints consist of a series of barriers at which passing individuals are screened and checked for weapons or weapons-making material, and are manned by IDF soldiers or Border Patrol soldiers. The presence of checkpoints has prevented countless terror attacks and has proven to save lives, revealing weapons such as explosive belts, mortars, grenades, bomb-making materials, guns, knives—many of them strapped on very young Palestinian children. The system of checkpoints was a major factor in the decline of violence and terrorist activity during the Second Intifada. During the Intifada period, many of the weapons uncovered at checkpoints were explosive devices, which were often found on a daily basis. Today, by contrast, knives are the primary weapons found by soldiers at checkpoints.

Due to a dramatic improvement in the security situation in the West Bank, the number of manned checkpoints has decreased from 41 in July 2008, to 14 as of October 2010.

The reasons for the improved security situation in recent years are threefold: First, IDF counter-terrorism operations in the Central Command enable the IDF to preemptively prevent terrorist attacks from being implemented against Israeli targets. Based on intelligence superiority and due to professional capabilities to carry out pinpoint missions, the IDF thwart terrorist efforts on a daily basis. Second, construction of the security fence impedes infiltration of terrorist factions into Israel. The security barrier is almost sixty percent complete and is a preventative physical barrier deeming infiltration to Israel formidable. Finally, the coordination and increased cooperation between the IDF and Palestinian Security Forces has resulted in greater regional stability. The coordination is based on a mutual interest and understanding that Hamas pose a threat to stability in the region.  Combined, these factors have resulted in a large economic growth in the West Bank. The reality from the process of the last two years outlined above has resulted in a decline in unemployment rate (3% decrease in the first quarter of 2010 compared to previous year), an increasing GDP rate (9% in the first half of 2010), and continued construction, especially in Nablus and Bethlehem for social, cultural and economic purposes (i.e. shopping malls, hotels, cinemas).

Note that there are no checkpoints in the entire Judea regional brigade (Hebron area), and that there are no checkpoints on the road from Bethlehem southward to Hebron.

* These numbers count fully manned checkpoints and do not include roadblocks, temporary barriers, or security crossings from the West Bank into Israel. In an earlier post, it was mentioned that two checkpoints have been added near Route 443 making the total number of checkpoints 16. This was not however accurate since the new security checkpoints are crossings into Israel and not within the West Bank.

Statistics: Number and Type of Terror Attacks in the West Bank, 7 Oct 2010

Terrorist activity in the West Bank (Central Command) decreased by 97% in 2009 compared to the recent peak year in 2002. These numbers have decreased every year since 2002, with the exception of 2006, the year of the Second Lebanon War.

Significant reduction in terror activity occurred in the West Bank between the years 2002-2003, after Operation Defensive Shield, and again in 2007.  When Hamas violently seized power in the Gaza Strip in the summer of 2007, the Palestinian Authority in the West Bank took measures to prevent a similar situation in the West Bank. The PA began to coordinate more closely with the IDF than before, and the number of terror attacks has decreased ever since.

2010 has been a relatively quiet year with the exception of the past few weeks when violence has flared up again, due to recent developments in the political realm. For the past several years, most terror attacks in the West Bank have been carried out by an isolated individual or individuals. In general these attacks have been characterized by ‘cold weapons’ (i.e. knives), light weapons fire, and/or vehicular assaults.

Since the beginning of 2010, four civilians and two security force members have been killed in terrorist activities, and 54 security forces have been injured during operational activities in the West Bank.

The four civilians – Yitzhak Aimes, 47, Talya Aimes, 45, Kochava Even-Chaim, 37, Avishai Shindler, 24 – were gunned-down near Kiriat Arba, south of Hebron on the evening of August 31st. Ihab Khatib, 28, an IDF Warrant Officer, was stabbed to death by a Palestinian man at the Tapuach junction on February 10th, and Yehoshua (Shuki) Sofer, 39, an Israeli police officer was shot and killed by a Hamas terrorist cell on June 14th.

Many of the security force injuries were caused by rock hurling (carried out both by Palestinian and Jewish West Bank residents against the forces). One IDF soldier was injured in his face by a stun grenade thrown at him by a Palestinian on April 22nd.

Also as of August 30th, during 2010, 40 Israeli civilians were injured in the West Bank during security related incidents. Included in the 40 injured are Jewish and Arab Israelis, and among them are also a number of children, and an infant. Most injuries were caused by rock hurling. Two injuries were caused on 1st September in a drive-by shooting near Rimonim.

Also during this time period, 8 armed and violent individuals were killed, and 70 were injured. These individuals carried out or attempted to carry out terror attacks against civilians in the West Bank. Examples include attempted stabbing, live fire towards security forces, and attempted running over civilians/security forces with a motor vehicle. As a result of rock and firebomb hurling instances carried out both by Palestinians and settlers, 8 uninvolved Palestinian civilians and 2 uninvolved foreign citizens were injured.

Until the Hamas terror attack near Hebron on August 31st which killed 4 Israeli civilians, there had been no civilian casualties in security related incidents in the West Bank (Central Command area) in the year 2010.

Despite the recent resurgence of violence, the IDF will continue to work in conjunction with the Palestinian Security Forces in the West Bank in order to maintain stability in the region for both parties.

In Response to Rocket Fire from Gaza, IAF Strikes Terror Targets, 7 Oct 2010

Overnight, in a joint IDF- ISA activity, the Israel Air Force struck two terror targets in the northern Gaza Strip. The strike is in response to the rocket that was fired from the Gaza Strip and landed in Eshkol Regional Council.

More than 160 rockets and mortars have been fired at Israeli territory since the beginning of 2010, and over 440 rockets were fired from the Gaza Strip into Israel since the end of Operation Cast Lead.

The IDF remains committed to protecting the citizens of Israel and will continue to act against terror. The IDF holds Hamas solely responsible for any terrorist activity emanating from the Gaza Strip.

2010 Statistics: Rocket and Mortar Fire from the Gaza Strip as of October 7th, 7 Oct 2010

As of October 7th, 2010, 165 rockets and mortars were fired into Israel from the Gaza Strip this year (107 Qassam rockets, 51 mortars, and 7 Grad rockets), including a Qassam rocket which was fired yesterday and a mortar launched on Friday (October 1st) from Gaza which landed in the Eshkol Regional Council. This year, September has been the month with the most rocket and mortar fire directed at Israel, as well as the month with the highest number of rocket attacks since April 2009.

However, 2010 has been the quietest year for Israel’s southern communities, which have suffered over 1,100 rocket and mortar attacks since 2002. The IDF will continue to operate against terror in order to protect the citizens of Israel. The IDF holds Hamas solely responsible for rocket fire and any other terrorist activity emanating from the Gaza Strip.

Photos: Championship Contest for IDF Officers During Annual Health and Fitness Month, 5 Oct 2010

In the culminating event of IDF Annual Health and Fitness Month on Tuesday, October 5th, male officers with the rank of Major and higher, and female officers with the rank of Captain and higher all participated in a day consisting of various sporting events beginning with a race led by the Chief of the General Staff, Lt. Gen. Gabi Ashkenazi. The event took place at the Wingate Institute near Netanya. Traditionally spanning a week, Lt. General Ashkenazi recently extended the Annual Health and Fitness events into a month long occaision. The month is part of an effort to raise awareness of the importance of physical fitness among IDF soldiers and commanders.

During the annual race that kicks off the day of championship events, the Chief of Staff (wearing a black shirt) leads the junior and senior officers who participate. Traditionally, no one is allowed to pass the Chief of Staff throughout the race.

Gaza Strip Weekly Crossing Report for September 26th-29th, 4 Oct 2010

The Israeli Government, together with the IDF, coordinates the delivery of a variety of Humanitarian Aid & Development Assistance to the civilian population of the Gaza Strip on a daily basis. The following report details cross-border activities for the last week of September 2010.

During this period, a total of 632 truckloads crossed from Israel, carrying 13,201 tons of goods, humanitarian aid and development assistance for Gaza’s civilian population.

In addition, 1,158,897 liters of Heavy-Duty Diesel fuel were transferred to the Gaza power plant and 582 tons of cooking Gas were transferred into the Strip.
