Protective Structure Used to Defend Civilians from Sniping to be Dismantled Due to Stability in Area, 12 Aug 2010

As a result of the stable security situation in the area, the Israel Defense Forces, in coordination with the Jerusalem municipality and the Israeli Police will begin dismantling the protective concrete structure used to defend civilians from sniping adjacent to the Gilo neighborhood in Jerusalem on Sunday, 15 August 2010.

The protective concrete structure was erected eight years ago during the ‘Al Aqsa’ Intifada in order to protect Gilo residents from gunfire and shells fired from the town of Beit Jala.

It should be emphasized that the decision to remove the protective structure was made as a result of situational assessments in the Central Command, staff work and agreement amongst all of the relevant officials.

The work is expected to take two weeks, during which time the following streets will be closed to traffic: Ha-Anafa, Ha-Shaish, Margalit, Shoham, and Achlama.

The IDF remains committed to protecting the citizens of Israel while considering changes in the security situation.

IAF Commander, Maj. Gen. Ido Nehushtan, Departs to Bucharest, Romania, 12 Aug 2010

IAF Commander, Maj. Gen. Ido Nehushtan, departed a short while ago for a special visit to Romania, following the ‘Yasur’ (CH-53) helicopter crash two weeks ago, on July 26th, 2010. Maj. Gen. Nehushtan, accompanied by his colleague, the Romanian Air Force Commander, is to fly to the scene of the crash in the Carpathian Mountains and visit the area. In the afternoon, the IAF Commander and a special Israeli delegation  from the ‘Yasur’ helicopter array and the 669 rescue unit will join the Israeli President, Mr. Shimon Peres at the Jewish synagogue in Bucharest for a ceremony in commemoration of the Israeli soldiers killed in the crash.

The Romanian Jewish community, Romanian senior officials and representatives of the Romanian military and air force will attend the ceremony as well.

In the evening, the IAF Commander and Israeli President, Mr. Shimon Peres will attend a dinner hosted by the Romanian President.

Tomorrow, Maj. Gen. Nehushtan, the Israeli President, and the members of the delegation will participate in an official ceremony in commemoration of the holocaust victims of Bucharest and will meet with the Romanian Chief of the General Staff.

The delegation is due to return to Israel on Friday afternoon.

Participants of the delegation include a ‘Yasur’ helicopter pilot, a senior aerial mechanic, a 669 rescue unit officer, the commander of the technical FLT of the ‘Yasur’ squadron, an additional aerial mechanic and an officer responsible for joint exercises between the IAF and foreign air forces.

Civilian and Humanitarian Aid to Gaza – July 2010 Monthly Report, 11 Aug 2010

The Israeli Government, together with the IDF, coordinates the delivery of a variety of Humanitarian Aid and Development Assistance to the civilian population of the Gaza Strip. This report details the humanitarian measures taken during the month of July 2010, as well as general transfers of goods and services to the Strip.

July saw the ongoing implementation of the new policies approved on  June 20th. These include the establishment of a Joint Project Coordination Team between COGAT and the PA, which has already facilitated various development efforts. There has also been a near doubling of the capacity for imports via the Kerem Shalom Crossing since May, and the delivery of 161 additional truckloads of equipment from the Libyan and Turkish flotillas.

Steps to Further Ease Conditions for Palestinian Population in Judea and Samaria Region During Ramadan Period and Eid ul-Fitr Holiday, 10 Aug 2010

The IDF and Civil Administration are making the following accommodations in anticipation of the upcoming Ramadan period which begins on August 11th, 2010, and is followed by the Muslim holiday of Eid ul-Fitr:

A.      Extending the operational hours of the Jalama and Rehan Crossings to Jenin, the Beit Mishpat Crossing to Ramallah, and the Rachel Crossing to Bethlehem until 24:00 daily.

B.     Palestinian families who have relatives in Israel may visit them for a one-week period during the month of Ramadan.

C.     Israeli-Arabs may enter A areas in Judea and Samaria from the Jordan Valley via the relevant crossings in the area.

D.     The Kh. Gabra and 104 crossings to Tul Karem are open throughout the entire week.

E.       200 licenses were given to visitors from Arab countries to enter the Judea and Samaria Region for humanitarian cases.

F.      Palestinian men over the age of 50 and women over the age of 45 will be able to freely enter the Temple Mount for prayer.

G.     In accordance with security measures, married men between the ages of 45-50 and married women between the ages of 30-45 may also enter the Temple Mount during the Ramadan Period and Eid ul-Fitr holiday.

Civil Administration representatives met with Palestinian religious authorities and discussed prayer times and upcoming religious events in addition to informing the population of the accommodations being made.

Moreover, Civil Administration representatives briefed all forces operating in the area regarding the holiday times and traditions and distributed educational pamphlets. IDF soldiers have been ordered to show special consideration for the residents of the Judea and Samaria Region and, wherever possible to refrain from eating, drinking and smoking in public, especially at the various crossings so as to demonstrate a high level of respect and understanding.

Transfer of Gaza Strip Merchandise and Humanitarian Aid For the Week of August 1st-5th, 9 Aug 2010

The document below is an account of the amount of humanitarian merchandise and goods transferred to the Gaza Strip by COGAT (Coordinator of Government Activities in the Territories), as well as the number of people entering and exiting the Strip for the previous week (August 1st-5th). Among other figures, please note that in the previous week 1,166 truckloads carrying 23,279 tons of humanitarian aid (including food, goods, and fuel) were transferred into the Gaza Strip , and 324 patients and accompanying individuals left the Strip for medical purposes.

Recent Incidents on the Israel-Lebanon Border, 5 Aug 2010

The following is a list of recent incidents that occurred along the Israeli Lebanese Border since 2009:

Rocket Launches:

08.01.09 – Three rockets were launched from the area of Tir Harfa. The remnants of two rockets were identified in Nahariya and in Kibbutz Metzuba. Two civilians were lightly wounded in Nahariya as a result. In response, the IDF fired five 155mm shells.

14.01.09 – Two rockets were launched from Rachaya Al Foukhar toward Qiryat Shemona. No landings were identified in Israel. The IDF responded by firing four shells at open territories east of Al-Hayam.

21.02.09 – Rocket fire from the area of Al-Mansouri into Israel. As a result, one rocket landed near Ma’alot, and the second landed in Lebanese territory. The IDF responded by firing eight shells.

11.09.09 – One rocket was launched from Al-Kalila and landed near  the Haziv Bridge. The IDF responded by firing 12 shells at the source of the fire.

27.10.09 – Katyusha rocket lands west of Kfar Blum. The IDF responded by firing seven shells towards Wadi Jamal.

Additional Incidents:

During 2009, 11 incidents of additional terrorist activity were reported in the region.

Also throughout 2009, five incidents in which weapons were aimed at IDF forces by the LAF were reported.

Transfer of Gaza Strip Merchandise and Humanitarian Aid For the Week of July 25th-30th, 4 Aug 2010

Audio + Transcript of Israel Army Radio’s Interview with UNIFIL Spokesman, Milos Struger, 4 Aug 2010

Yesterday, 3 August 2010, IDF forces were conducting routine maintenance work, which had been coordinated with UNIFIL, on the technical fence near the border with Lebanon (the ‘Blue Line’ is the internationally recognized border), when they were attacked by Lebanese Armed Forces. An LAF sniper opened fire at IDF officers observing the work, killing Lt. Col. (Res.) Dov Harari , and critically wounding Captain (Res.) Ezra Lakia.

The IDF force responded immediately to the attack, returning fire with light arms at a force of the LAF, and the IDF also made use of artillery fire. Several minutes later an Israel Air Force (IAF) helicopter fired at the LAF Battalion Command Center in Al-Taybeh, damaging several LAF armored combat vehicles.

Below is the trascript and a link to an interview with UNIFIL advisor, Milos Struger and Israeli Army Radio from this morning. In the interview, Struger confirms that the IDF had coordinated with UNIFIL in advance as well as that the IDF was below the Blue Line, i.e. within Israeli territory.

Golan Yochpaz, Israel Army Radio broadcaster, interviews Milos Struger, a Senior Political Advisor to the Commander of UNIFIL Forces along the Israeli-Lebanese border.

Yochpaz: “Those in charge of keeping the peace in the tense region on the border between Israel and Lebanon are UNIFIL soldiers, who were witnesses to the incident between two sides yesterday. The Hungarian diplomat Milos Struger who is used as a political advisor for the commander of the UNIFIL forces in the area, and is located with the UN forces there. A few hours ago we spoke to him over the phone and spoke about what appeared to be a planned deadly ambush by the LAF against the IDF. Struger clarifies that the IDF operated accordingly, and notified us accordingly about their intent to work to clear the region. It is not clear to us how such a routine activity, which occurs almost daily, ended with casualties to both sides.”

Struger: “IDF informed UNIFIL that they are going to do some work cutting the tree from the other side north of the technical fence but south of the blue line. The situation on the ground quickly became tense because the LAF also deployed their forces on the ground. We also had our own people who were trying to diffuse this tension.”

Yochpaz translates Struger’s comments.

Yochpaz: “We now ask from Struger according to his facts, where exactly did the IDF work on the trees in relation to the boundaries on the map.”

Struger: “It was in the area of al Adessa just north of Misgad Am. Tomorrow we will have a technical team to exactly establish the location in relation to the blue line.”

Yochpaz translates Struger’s comments

Struger: “I can confirm that we received notification from the IDF early in the morning about this work, and we conveyed this to Lebanese army. Our investigation has been launched today…”

Yochpaz: “We asked him if the IDF coordinated the activity with the LAF through UNIFIL and he confirms the statement, saying it was coordinated. We received the message in the morning and gave to the Lebanese army, meaning the Lebanese army knew about the event. Our investigation is not yet complete and I am waiting for final report that we will be released today. After UNIFIL workers will meet with Lebanese Army representatives and Israeli army representatives and present their findings. In Israel we know about a string of provocations and baiting that have occurred recently against IDF soldiers. How does UNIFIL intend to act in regards to this issue? We now ask the Hungarian diplomat.”

Struger: “Daily basis we are dealing with all the different situations. Sometimes there are incidents and we manage to resolve the potential danger.”

Yochpaz translates Struger’s comments and adds: “This is the most serious incident to occur along the Lebanese border since 2006.”
